New York has taken a pioneering step by instituting a one-year halt on the creation of new large-scale data centers dedicated to artificial intelligence. Governor Kathy Hochul has enacted an executive directive to temporarily pause the state’s approval process for new “hyperscale” data centers that demand over 50 megawatts of electrical capacity. This initiative addresses growing apprehensions regarding the rising energy expenses, environmental repercussions, and stress on natural resources.
The governor highlighted the necessity of this temporary suspension, emphasizing its role in allowing state regulators the needed time to craft more stringent criteria focused on energy usage, water consumption, environmental safeguards, and the societal impact of data centers. The rapid proliferation of these centers has raised alarms about potential increases in utility costs, burdens on energy infrastructure, and disturbances to natural resources, particularly water supplies. During this moratorium, which may last up to a year, a comprehensive regulatory framework is set to be developed.
New York is also exploring strategies that could require large-scale data centers to either generate their own energy or incur higher energy costs. This is aimed at ensuring that the financial burden is not transferred to residents. Growing public anxiety over the expansion of AI-related infrastructure is not unique to New York; several states are contemplating restrictions on new data center projects due to concerns over elevated electricity prices, environmental harm, and land use considerations.
Governor Hochul has stressed that future data centers should be established only in communities that are supportive of such developments and must adhere to local zoning regulations.
